Important note: You do not actually rent points, you rent a reservation made on points for you by a DVC member.
DVC members can make reservations at their home resorts 11 months in advance of check in. So you would need to be finding an owner at the resort you hope to rent a reservation for right now, who has points on offer to reserve a room. This can be done via the DIS Rent/Trade Board (https://www.disboards.com/forums/dvc-rent-trade.29/) or via reputable brokers like David's DVC Rentals (http://www.dvcrequest.com).
Once booked, your reservation will be final, and non-refundable under most rental agreements.

This ^^^^. Go to David's DVC and the rules for renting they have listed are pretty much the same as any place/person from which you rent points. The biggest, is they are non-refundable once paid.
