How many ECV on a bus?

We just got back from Disney... For 3 days, we had an electric w/c and 2 ecvs... we ran into a few problems with the buses. We knew going in that only 2 per bus, so that wasn't the problem.
On our 2nd day all 3 of us ended up at the bus stop together... a bus pulls up and we were debating who would be the odd man out.... I was about ready to let my friend go on alone and ride with my Mother, when we saw that another bus for the same park was pulling up. So I went ahead and rode with my friend thinking Mom would be right behind us.... well the 2nd bus pulled up parrallel to the first and didn't load any w/c's.... so she did not get that bus.... our bus was still loading up and yet another bus pulls up for our park.... this third bus does what the second bus did!!!! By now there is my Mom and another gentleman waiting to get on the bus but they chose NOT to let them on!

Also on our final day... it was just me and Mom.... we were leaving AK and were the very first to arrive at the bus stop for Pop.... as we wait, no more than a dozen people walk up to load... the bus stops and lets some people off, Mom and I pull forward to load onto the bus and the driver ignores us... starts loading other passengers instead!!! After they are all on, he turns and looks at us... and says... "Oh, did you want on this bus?" we both say "YES!!!!" since he doesn't have a full load he has to load us! But I think given half a chance he would have left us sitting there!
