how do I clean a 'silver' pin?

I have the Disney Gallery Happy Holiday pin (Pinpics #3448) and it is 'tarnished'. Although it may be the silver color has actually come off.....I am not sure.......it looks like black spots where some of the silver behind the words 'The Walt Disney Gallery' is located.
Any thoughts on what I should attempt to fix this with?
