I'm pretty sure I can figure out how to turn the coffee cup into the holder.
But what did she use for the tags themselves? More coffee cups? Used coffee cups?

rofl bamb. as for the inside I think she just cut chipboard and covered it. I don't really know though.

I think she carefully pulled the bottom out of the cup and unrolled the top edge. Once that's done, the cup will flatten easily. Then she creased the sides, stitched them and across the bottom to keep it more or less flat.
