What I mean is if I want to make a reservation for November 2007, at my home resort, that I need 500 points for and I have 200 points available now for my 2006 use year. Can I still make the reservation knowing that I will have to bank the 2006 to 2007 and borrow from 2008 even though at the time I make the reservation only 200 points are available?

You can book that trip 11 months out. However, the 2006 points MUST already be banked and the 2008 points will be borrowed at the time you make the reservation. In other words, all of the points must be in the 2007 Use Year at the time of booking.

And, if you end up having to cancel the trip or even alter your dates/resort/room sizes, you CANNOT un-bank the '06 point or un-borrow the '08 point. They all remain in the 2007 Use Year and will expire accordingly.
