We were there last night as well, and it was definitely challenging. I'm so sorry that your child was hurt. We were in that area about the same time, and I wish that I had seen you struggling. I would have been happy to help.
For those who are looking for a quick review that doesn't involve an injury, I should probably chime in with our experience. We got to the park around 7pm and got a quick ride on KS before heading to Rivers of Light (which went on despite the storm....was a little apprehensive that we were going to light up like a Christmas tree, but I'm sure that they know what they're doing). When the event began at 9pm our first stop was Dinosaur, and as mentioned by the OP, it was down (the power was back on, but they were waiting for a reboot). After checking MDE, we found that FOP and Navi both had short waits, so we headed over.
My husband suffers from a disability, so the extra walking about because of the closures meant that we had a shorter night than I would have hoped. He lasted until 10:30pm. We purchase the AH tickets to avoid zigzagging about, and that wasn't in the cards last night.

We could have easily ridden each multiple times. The only attraction that had not opened by the time that we left was EE. Popcorn, drinks, and ice cream were plentiful and easy to find. It was a steady but lighter rain by 9pm, and seemed to be on it's way to stopping by 10:30,
