On my recent trip to WDW, we spent an evening at Pioneer Hall and I was SO EXCITED to recognize that the CM playing Dolly was the same woman I remember as Samantha Sterling from the last time I was at the Adventurers Club.

Now, if I can only find the pictures to prove it...

A lot of the performers at WDW do double duty, sometimes more, so it's very likely you are correct. I've seen performers from Hoop-Dee-Doo singing with the Voices of Liberty several times.
