I would assume they have decided not to prioritize airports since there are so many. it is interesting as their stance against citrus is so strong, and an infected orange arriving by air would be just as bad as one arriving by land or sea. I don’t fly into California very often but I wonder if they use agriculture dogs in arrival areas looking for produce. Florida does. They are mostly beagles and wear little green coats. Some are USDA and some are Florida Department of Agriculture. Sorry, OP, I know this is OT from your question and I did not mean to derail it.
