Hey goofy fast pass plus question

I totally don't know the answer to this one.

I've got a family reunion this August in wdw. In order to make fp+ ride reservations does everyone have to have a ticket?

so far we've got 18 confirmed and most got room only reservations. I've got AP's so not an issue but I know a couple of cousins will wait before buying tickets.
 
Yes, you have to have a ticket connected to your My Disney Experience account online to be able to book fp+ when your window opens, which if you're staying on site is at 60 days out. Without tickets connect, it will prompt you to purchase tickets if you try to book your fastpasses. Each person you want to book FP+ for needs to have his or her own ticket attached.

You can make FPs for anyone who has a ticket. So, if everyone except for 2 have tickets, then you can make those 16 FPs.
