Makes NO sense! Maybe it means Babies do not go in the trashcan, they go in the recycling bin ! 
That is just too much! I wish we could see it all well enough to get the whole thing translated. They had the same thing at the cemetary where my GM is buried. It actually made us all burst out laughing on the way to the burial. Not quite sure DGM would have appreciated our humor.These are so funny! My friend's dad used to have a picture...wish I had a copy of a cemetery...and a DEAD END sign. It was a crack up.
