There are usually "training" sightings before the RunDisney events as a variety of rare characters can be found along the routes. I believe Hercules was out for the Marathon in January.

Highly unlikely but not impossible. When they're training new characters, they'll put them out at the International Gateway in EPCOT or Characterpalooza at DHS. Both are a mixed bag of who you'll see.

The characters at Character Palooza are not "in training." They are the Fantasmic show performers who are scheduled in Palooza before they perform that evening.

Characters in training can be found in Epcot.
