Depends on what you feel is 'minimal'. Guests, at the IG, are usually let in a few minutes prior to rope drop. That puts them arriving at the fountain area, where they're held, after those entering from the front of the park. BUT....I've done it numerous times and never had a wait of longer than 10-15 mins for Soarin'.
It can if you're done eating early enough. However it's not unusual for parks to open 15-30 min ahead of scheduled opening. So if you have a 8am reservation with a 9am park opening, just keep in mind that it's possible guests might start entering the park at 8:30-8:45. So I would just make sure to get in and out as quick as possible if you decide to do a reservation

We always come in from IG. Sometimes they let you in a hair early and sometimes not. We head straight to Soarin first. While we are never the first in line the wait is minimal. Don't forget that they load a ton of people into each theatre at once so the line move pretty quick. It's tempting to stop and take photos as you walk through the deserted world showcase. You can but if you do there might be a few more people in line ahead of you. Not a huge difference though I think.
We are almost always entering from IG and they open their turnstiles inconsistently. Sometimes before, sometimes at, sometimes after the park officially opens. And that means the turnstiles open - so a long line and security check means you might be getting in 10-15 minutes after open time and then walking down there. The front gate crowd is almost always there before we can get there.

We almost always arrive at Soarin after the front gate crowd does when we enter by IG.
