Help me understand BB better...

I understand that people who are going to Disney now are getting a free dining BB offer, right? What about people who go in January 2016? Will it be the same offer, or will there be a new offer for the new year?

In January it will most likely be a different BB and not free dining. FD Bounce back usually ends sometime in Oct, I believe, and then it goes to a Room Only discount. No one will know for sure, at this point, what the BB will officially be in Jan.
