We've had friends meeting us at the park while we were staying at the Dessert Inn, and although they have PAP's and don't pay for parking, we were planning on going out to dinner after the parks together on a couple of the times we were meeting up. Parking at DI&S allowed us to not have to tram back to their car and then circle back around to go to Tony Romas (two doors down from DI).
Dessert Inn allowed me to let them use their parking lot to park for the day. I just had to give the information to the front desk and then when my friends showed up, they had to give our name and room number and were issued a parking pass for the day and then met us in the park. We didn't have our own car there because we use a car service, so that may have been the difference though. It was also during the week, so a less busy time for the parking lot.
Do you have friends staying at either of those hotels who don't have their own car? It's worth having them ask if that is the case.
Hope that helps.
