There used to be special viewing spot by Italy (no seats) for Disney Chase holders. You used to get tickets to use it in the Chase Lounge in America Pavilion. The Lounge is gone. This was for Illuminations, last time we used it was 2014.
The area between the gift shops used to be for FP+ only. I've heard that now you can sometimes view there (no seats) but be prepared because it is sometimes "rented/reserved" and unavailable.
NOTE: We did not think the view was that great. You had to get there early too to get one of the few spaces on the rail, otherwise you were looking through people. At that rate we could pick anywhere along the lagoon to be on the rail and have a better view.
