If the restrictions for liquid medicines are still in place why not try some of the homeopathic teething remedies that come in granule or instantly disolving pills rather than nurofen/calpol.
Having worked in child care for 10 years and having an 8 year old I can tell you that they are very often far more effective for teething pain than nurofen/calpol. All Boots stock them as well as some Mothercare branches.
Your 23 month old does count as a baby and therefore you would be able to take milk for him.
