I'm just curious but I wonder why the Fort requests people handing out candy to register. Anybody know?

I wonder if it could be so that those who wish to pass out candy will have a sign on their sites and those who don't wish to won't have a sign, and that way everybody can tell the difference?

Last years sign was a simple single page. I don't think most people noticed it while trick or treating. A lot of people were at the end of their site like we were, handing out candy. Not really a need to register, but we did. Lol.
