HA room question

We were in a handicapped accessible 1 BR at BCV over the weekend. We noticed that there was no "breakfast bar" on the opposite side of the kitchen wall. There were 2 chairs, but no counter. Is this normal for this type of room, or was it just missing in our room? We probably wouldn't have used it anyway, I was just curious.
