Grand Cayman tender process 8:30 ashore

We'll be on the dream in February, and our all ashore time for Grand Cayman is 8:30 AM. If we don't have a port excursion, what time can we expect to get on to a tender? How does the tender process work on DCL? Are you assigned a time even if you don't have a port excursion, or is it just line up whenever you want?
 
People with excursions booked through the cruiseline will get priority on tenders (for those early in the morning). It's possible that there will be space on early tenders depending on how many people are signed up for these. There will be a time - announced and/or in the Navigator - for when those who are not on those excursions can go down to get a number or time. Usually you go to the theatre but different cruises may have different locations.
 
We were on the Magic in December and had an experience similar to CastawayCayLover. We showed up 15 minutes before all ashore time to the location in the app (Animators Palate). They line the walkway around the restaurant with chairs facing each other so you can sit or stand with your group in order of arrival. There were 10 or so families ahead of us. The early Disney excursions did not fill the first tender so we made it on there. We were on shore and at the desk of our Dive excursion booked on our own within 30 minutes of all ashore. If we had been on the second tender it would have just been 10 minutes or so later. We were on shore, but I believe they started "open tender" with no need to line up in Animators 30-60 minutes after all ashore.
