If I have unused quick service meals left on my dining plan how do I change them into snack credits?

Do I do this at the hotel when we're checking out? Or at the shop?

At the shop - all 3 snack items will need to rung up in the same transaction. we did this at the Pop store last year and the CM Knew exactly what I was doing

You do it when you purchase the snacks. Just tell them you want to use a QS credit when you pay.
