It has started moving to cruise terminals. The Princess terminal at Port Everglades in Ft Lauderdale has a Global Entry line that has expedited processing.
I am not sure what this is, but when you get off the he ship in Galveston,, you pick up your luggage (if you need to) and walk to one of the open immigration/customs agents. There is no other option. Everyone goes the same way to the same kind of agent.

Global entry is a pre-screening program -that you pay for- to bypass the regular customs lines. You get a Global Entry card after you go through an application process and an in-person interview with homeland security. Then, instead of the regular customs line, you can go to a kiosk, get your fingers scanned, answer some questions, get approved for line bypass or sent into a short line for an agent. It is nice to hear that some cruise terminals have this.
