I think it's likely the main reason is to the benefit of the individual employee and not with the idea specifically of the next guest checking in though that's a side benefit. However, keep in mind that the only motivation housekeeping would have to doing this is to allow them to get into a room as quickly as possible, clean it, and make it available for the next guest. It's not like they (or Disney) personally profit from it.

Understanding your frustration the odds are mousekeeping will not check the phones and the next guest will have phones that don't work. That could certainly explain it too, if there's an incentive for the employee to clean more units and make more available quickly. I figured that if it happened in multiple locations (as it did to us early on in our membership) it was more of a systemic thing than an individual one. Rather, I'd like to see housekeeping/or the resort leave a note by the phone or on the door stating "if you plan on checking out before the 11 am check out, please notify housekeeping or the front desk...." (or something to this effect).
The last morning we had been awakened at 8 am, we had been out late. I don't think we got to bed before 2 am. We were all packed up to move out that night. We had the "Do Not Disturb" sign out. Guess we'll just be unplugging the phone from now on.
