getting character position if not in college program?

My niece is planning to audition. Is priority given to those in CP? Of course she wants to be a princess. She does have music, dance and stage experience. Just trying to help her plan

There are different openings set aside specifically for the CP, your neice would be vying for a different type of position so she would not be in competition with the CPs.
