Well, the fly whip is the biggest and to the uninitiated observer, probably the most impressive, but really it's just kinda "tickly" and a gentle reminder to focus on the task at hand.
A crop or quirt on the other hand, is for serious encouragement or discipline -- pure and simple. BAD HORSIE! BAD! BAD!

I also like the Lucy Version of the movie - maybe because I just love Lucy. Most don't like that version... ;(
