I just got an email from Disney saying there is free dinning with the blackout dates still in place and also a 30-40 percent off resort rooms. I am guessing this is an ad for the deals for the general public as there is no code on it....Do lots of people get this?

Yes- I get them all the time. Disappointing when you are hoping for a pincode!
However, I did receive a pin code yesterday- a real one!!
