Anyone have information about the GCV Upper Floor Fireworks Pavilion that DVCNews.com reported on a few months back?

DVCNews states:

"The upper floor of the new wing includes an outdoor viewing pavilion. With a nighttime water pageant scheduled to debut at Disney's California Adventure around 2010, the pavilion is well situated on the south side of the building to provide a view exclusively for hotel guests.

Montague says the pavilion's location is not coincidental--that it was "positioned to overlook the future park improvements including the new water pageant. The open air trellis structure creates the sense of enclosure while creating unencumbered views of the nighttime sky."
 
Its being built and should have good view. Size might hold 100 people. Many construction photos show it being built.
 
We just came back from Disneyland and DCA. I saw the platform looking over the lagoon (which is being overhauled at the moment.) The platform looks pretty impressive! I think it is a special added benefit much like the Concierge Craftsman Lounge viewing area for fireworks.
 
Who will have access to the new platform. Is it specifically for DVCers or will it be open to all GCH guests?
 

I'm guessing it would only be for guests staying at VGC.

That makes sense to me. But I wonder how hard it will be to keep it just for those staying at the villas. I don't know if there will be a clear demarcation between the hotel and Villa portion of the new addition and I wonder how they would exclude non-villa hotel guests. Room keys maybe?
