Free Park Hopper Question

Planning our first ever WDW family trip for late April 08
Been reading these forums a lot and have come to learn that Disney offered a free upgrade to Park Hopper this past April 07.
My question is this... Does Disney offer this free Park Hopper upgrade every April? If so, when can I expect the offer for April 08 to be available?
If I book a package in the next few weeks (which we were planning to do) for April 08, what happens if they later offer a free upgrade for something I've already booked?

None of us have ever been to WDW before and my kids are getting soooooo excited about it.

I know they offered it in 2006 as well - I took advantage that year.

I believe, but am not 100% positive that you can book now with base tickets, then "upgrade" if the offer comes out. But you may have to cancel your current ressie and make a new one - then you could be impacted by resort choice if they only offer so many of the free upgrade packages per resort.
