Sorry, unless they've extended it, you've missed it. You had to book by August 20th and check in by October 4th. If your plans fall within that category, I think there is a sticky at the top of the restaurants board with info on the dining plan.
It was a promotion to add the dining plan feature free to your package. It ran into July and started at WDW August 21st through October 3rd. You check in date had to be prior to October 3rd to get in on the deal. Now it is in effect so alot of people are asking questions for their trips within the next 2 months as well as alot of reports from people who have used it. WDW usually runs some type of promotion during value season and this year it was the free dining - which can no longer we added to existing reservations or be booked at this time.

I wasn't worried about it for myself, I just wanted to know if it was something that would fill the parks more with people who were only looking to get something for free.

It's not exactly *free* .....you have to pay rack rate for rooms. Not even a AAA discount. So even though it's a good deal for those planning on a Disney vacation anyhow, I don't think you'll encounter big crowds in the parks just looking for something free. No doubt that the eating places and hotels will be more crowded because of it though.
