Closer to the time of arrival would I be able to change from the WP ticket tot he Park Hopper ticket if I see the weather is going to be iffy?

The water parks close early, and I believe Typhoon Lagoon will be closed for refurb at that time. We were there last year at that time, and it was too chilly for waterparks. We were wearing light jackets most of the time.
