Free Dining and Upgrading room?

I'm hoping to book a moderate (and hopefully get free dining if offered in September), I'd like to stay at a Deluxe, but can't afford it at full price, does Disney often (or ever) offer upgrades at a Disney that you can use along with free dining?

So far I think you have had to book the package with the room at rack rate (full price/no discount) to get "Free Dining" - but you never know what they will offer next time, so keep watching and don't give up!

Especially if the economy doesn't pick up and people stop planning WDW vacations Then we might see some really nice incentives to book
