we are taking my 76 year old Poppy (who is a veteren)
to WDW in January...this ceremony would be
right up his alley...her would love to participate...
do they still allow guests to do this?
how do you get signed up?

The ceremony is so wonderful and moving. They do still allow guests to do this, but I'm not sure how to go about getting him signed up. Perhaps just give Disney a call and see what they can do. Good luck!
 
The veteran of the day is selected randomly during the day. However if you would like to participate you can go to City Hall and they can usually get you signed up (maybe not for that day, but sometime during your trip). The selection process is done by the CM's/ Coordinator/ and manager of the turnstiles.
 
I got to do this one time. As they are setting up you will see one of the CM's around the area of the flag pole, ask them. They are always asking for a volunteer.
