FL Resident Rates ?

My cousin and her family live in FL and will be going to WDW in August. They will be there with her parents and brother and SIL who are not FL residents. My question is that since they will need three rooms can my cousin book all three at FL resident rates (they want to stay at AKL)?

I know that only her family can get FL resident passes and everyone else will have to get the regular passes.

Does anyone remember what the rates were for AKL last August?

When in August are they going? Towards the end it changes form regular to value season. We had a rate of $119 for a standad view. I think they can book up to three rooms. Are they getting the play 4 passes?
