If its a package, not that I am aware of. What a CM told me last week about packages is if you are doing changing something that will lower the price of your package they will charge a fee, She said they will not charge if you are changing it to spend more money, no fee (since you are spending more money)
If its a room only yes you can change it without a fee. We downgraded at ASMo because I didn't think the new preferred locations were worth it, a year before I slept in the same room without the $12 upcharge. I'm sure if you don't care for the view if you went down to the check-in and asked to switch they would probably move you without a penalty but I can't guarantee it.
