We LOVED both the Cafe and the Express (both of the Express) although I like the stand alone Express better because they had creme brulee for dessert, whereas the Express that is next to the Cafe doesn't.
Here's my take on the key to the Cafe though. Get there for an EARLY dinner. We had the restaurant virtually to ourselves. We sat right by the windows overlooking the water. It was so wonderful and relaxing. Ahhhh. So if you are looking for a relaxing meal after being busy in a park and in the crowds...get to the Cafe early. When we were leaving the place was filling up, the atmosphere was much louder and busy, and I know I would not have enjoyed my meal nearly as much as I had, if I had to eat in that crowd.
