Fastpass Strategy for 4th with tiering

I'm planning on doing a half day at Epcot and really only wanting a FP for Soarin and Test Track. I'll probably throw one out for Spaceship Earth too at the beginning of our day (we are only going to be there in the afternoon).

Anyone see any issues with this strategy...

Book Spaceship Earth for arrival (let's say 12-1).
Book Soarin for 1-2.
Book something else for the morning.

This way after we do Soarin, we could theoretically get another FP (if available) for Test Track... or Illuminations seating, or something else.

If we don't use the FP are we penalized in any way? Or the window expires and it becomes "used?"

Can we do the 4th on our phone yet? Or kiosks are still required? It's really hard to tell from the other messages - hope someone can give me a current state.

When can the 4th be booked? As soon as we checkin for Soarin for example? If we get in the FP line at 1PM and checkin, once we wave our MagicBands, can we then instantly select the 4th while waiting in whatever line remains?

Apologies if this is covered elsewhere - trying to find direct answers...

I believe once the time passes for an unused FP+ it's considered expired and you can move on to your 4th FP+. If that's the case, there are a few kinks in your plans. First, you have to go to a kiosk to get your 4th FP+ so you can't do it while waiting in the Soarin' line. I believe the closest FP+ kiosk to the Land pavilion is over by the entrance to character spot. So you'd have to head over there after Soarin' to check on FP+ availability. The 2nd kink is that it's not likely that there would be any FP+ left for TT or Illuminations at that point in the day. It's possible, but not likely. So it could work, but be prepared to ride TT in the stand by or single rider line.
 
The chances of a 4+ FP for TT or Illuminations, especially in the afternoon will be slim to none.

No one knows.

Not sure where you are staying, but there was some talk that deluxe club-level customers were able to get the 4th by texting the concierge.

You can also make your 3 FP selections and then cancel the ones you don't want before you leave home (I believe this has to be done on the browser not the app)

Then you would be hitting the kiosks earlier if you scheduled your 1st FP early. Doesn't mean you will get something good, but it might increase your chances, especially in Epcot where a lot of the Tier 2 FPs are garbage.
