Fastpass - Need Update

We were last at WDW in November 2003; we are going back in two weeks. I've heard there have been changes to Fastpass since our last trip. For example, in 2003 you could not get another Fastpass until your return window went by. I thought I've heard that you can now get a new one every two hours.

Can someone give me quite tutorial on this?

At most two hours and five minutes after you got your last fast pass, roughly the original rule part 1.

Sooner if the fast pass you already have matures sooner, roughly the original rule part 2 (five minutes after the printed come back time which you also saw posted above the machines).

Sooner if the park as a whole is less busy (new rule, unpredictable) or if the ride the next fast pass is for is less busy (new rule, unadvertised and, unless you are a math whiz*, unpredictable).

*If someone else gets a fast pass and his time for next fast pass is X minutes later, then you can get a fast pass for that ride X minutes after you got your last fast pass.
