Not sure there is an actual rule. I just figured it was related to some control of how the FP+ are used. If you were able to just book the headliners at each park, that might make it more difficult for some to obtain certain FP+ if they were sticking with the same park all day? It just somehow must have to do with controlling how many headliner FP+ are available to book.

In that case, I imagine it keeps the system more fair for all? With the tiers at Epcot and HS you are only able to get 1 "Tier 1" anyway. If I am able to get 7DMT, FEA and RnRC for myself every day of my trip 60 days out there really isn't a chance for anyone else to be able to get those any other time (and I know that it is impossible to get FEA outside of 60+ day and 7DMT isn't much better), but when I choose a park over the course of 10 days (how long we stay), I choose a few at MK for 3 of those days, I choose Tier 1 and two Tier 2's at Epcot 3 of those days, etc, etc. I'm not taking the top headliners from every park every day. There just aren't enough to go around for everyone to take all the headliners and not any of the smaller rides.
