You have a few choices.
1) The accessible seating area which is to the right side of the river if you are facing the island. With your GAC card you can have access to this area . I think it's the person with the GAC card plus 5(?) others. So - with your twins, I suppose in theory that would be with 10 people. There are no actual seats here. Strollers, wheelchairs, standing. It's a side view of the island.
2) Arrive a little early and claim a spot along the back of the front and center seating only area. In the very back row of that area (just in front of the rope) you are able to have strollers and wheelchairs/ECVs. All other people in your group must sit on the ground with everyone else (right next to / in front of your twins in their strollers).
3) Find a spot front row in the standing area, placing the strollers in front. However, your twins will not have the best view because of the railing.
4) Priority seating area: $59/adult (10+), $49/child 3-9
If it were me, I'd pick the seating area, along the back row.
