F&WF dates for 2004?

Hi
When we were there this past Nov. a CM told us that Fl. had changed their laws on temporary liquor licenses and in 2004 they would be able to extend the festival. I don't know how true that is but I did read that it is extended this year. Does anyone know the dates?
