Experience with NY quarantine form and follow-up

I just saw on our local news here in upstate NY an explanation of this. You are still allowed to quarantine for 14 days if you do not have a negative test when you return to NY. In spite of what our great Governor is implying he does not have the power to ban you from entering your home state.

Ha Ha! My husband saw Cuomo's proclamation and that officially sealed the deal for us - not traveling at this time. Not sure when we will ever be able to travel from NY. I do not think telling people they cannot get off or on a plane without this paperwork is legal if there is no federal law. I understand they don't want to increase virus spread, but people should be able to get to their homes. There has to be a better way.

We also did not like the idea of going to a testing facility in Florida. I mean, actual sick people go there - why would we needlessly expose ourselves when we are not sick? It doesn't make sense. I did look up the sites near Disney and they do have drive-thru and places that take you asymptomatic.

So between this new confusion with travel restrictions and the rising cases, we won't be at Disney for a long while. I can't see this pandemic magically going away. If we are waiting for 0 cases then it will be years, IMO.

I just called the hot line number on the NY state website and confirmed you do not have a test to come back into NY state if you are flying and a NY resident. You will to quarantine for 14 days. If you do deicide to have a test in FL before leaving the state, you do not need the results, just that a test was performed. You will need to produce the results for that test along with the test on day 4 as negative to stop the quarantine.
I figured as such. With the holidays coming, there is going to be a lot of confusion and chaos because some news outlets are reporting him as saying it's a requirement to have testing paperwork, but when you go to the NYS site, it says it's just for opt out. 🤦‍♀️

Wouldn't it be great if someone opened a testing facility in the Orlando airport or at Disney Springs. Certainly boost tourism for Disney and the Orlando area.
There is one right near Disney Springs, at Advent Health CentraCare Lake Buena Vista. They are open 24 hours.

Same!!! We arrive tomorrow and still trying to figure out where to go to test next Wednesday and how to get there. The tropical storm and crappy weather is just the icing on the cake.

Thanks for that info, I called them and you need to set up an appointment and then when you get there you need to be screened by a doctor to get the test. She did say they do testing for travel purposes. I would love to hear from people who have used this facility to be tested and how there experience was. Google maps shows it's about a 10 minute drive from Disney Springs so you could take an Uber from there.

If you fly out of Tampa International Airport, they have testing in the airport. Another perk of driving the hour to get here to Tampa to fly home. Plus it’s a wonderful airport.

Flying into NY you need to test 3 days prior so airport testing doesn’t work in that case. I do wish WDW had on site testing somewhere. Would be super helpful with these need requirements for NY travelers.

If what Cuomo were saying was the actual mandate, it would be all moot because most testing sites do not produce test results within 72 hours, which is currently the timeframe in which they are saying you need to have the test. So Cuomo is likely saying it would be a best practice to have negative results in hand prior to boarding a plane to ensure you are not traveling sick or bringing the virus back to NY, but its not actually something that's part of the mandate or else the mandate would make it impossible for anyone to comply.

Also, unless it were federal law, the airlines and airports are not going to take on the responsibility and added operational expense to validate that all travelers boarding flights to NY have negative results in hand. There are other states that have their own requirements too and there is no possible way airlines or airports could enforce that. In NY, they've employed the national guard to be stationed in many airports to ensure people are filling out the health department paperwork, but people have already landed at that point so nothing further can be done without a negative test in hand.

The test just has to be completed within 72 hours of landing in NY, so it would work. When you arrive in NY, you have to quarantine for 3 days before you can take the NY test, so you'd just need your FL results and NY results (both negative) in order to end quarantine.

Correct, you could test right before boarding the plane and you’d be fine. I think most people will try 3 days before so they may have results by the time they land, but it’s not necessary. I think more people may run into issues doing the test 3 days before as it has to be within 72 hours of landing in NY and some may test too early.

This is why I'm planning to get a rapid test.
 
I’m glad to hear it’s within 72 hours. Anyone know which free testing location is closest to Yacht Club?
 
My guess is no follow up, don’t have the resources. Both sons came down to florida in April and June respectively from Newark when DeSantis still had the quarantine. Not one call for either of them.
On my call to the NY Covid hotline, I asked if I have to mail or email either test results to someone. She said no, that it was on the honor system. I think the quarantine rules will relax as we get closer to the Holidays. NY won't want to loose the tax dollars generated from NYC tourists at Christmas time.

Wouldn’t be too sure of that. California is fine keeping their state shut down, and NYC isn’t open and ready for business like normal.
 
So what happens if you drive into upstate New York. Are there checkpoints at the PA state border?

I am going for 3 nights in December so I decided to rent a car from Costco Travel for pick up at MCO and drop off the next day at the Car care Center on property. It was only $60 And this way I can drive And get the test Day 2 when I change resorts. But, you can pick up and drop off at the car care center as well and as far as I know, they will still pick you up to bring you there to get the car, and bring you back to the TTC or resort when you return the car.

I may decide to just quarantine when I get home and still test day 4. I am just finishing from my October trip and it wasn’t that bad, but I’m retired so no big deal.

But at least I have a plan that wasn’t too expensive.

No. They have not monitored the roads, only airports. Again, much of it is the honor system as I am just finishing mine. I flew and had to fill the form and hand to the National Guard as they met the plane,

They called the next day, confirmed the info, gave instruction, and text every day to ask if I have symptoms. However, there is no way for them to know for sure if I stayed in...which I did.

I think the issue is that if you do enter, dont quarantine or test, end up positive and have been out and about, you could get fined when you admit that you broke it so they can contact trace.
