Ha HaI just saw on our local news here in upstate NY an explanation of this. You are still allowed to quarantine for 14 days if you do not have a negative test when you return to NY. In spite of what our great Governor is implying he does not have the power to ban you from entering your home state.

Ha Ha! My husband saw Cuomo's proclamation and that officially sealed the deal for us - not traveling at this time. Not sure when we will ever be able to travel from NY. I do not think telling people they cannot get off or on a plane without this paperwork is legal if there is no federal law. I understand they don't want to increase virus spread, but people should be able to get to their homes. There has to be a better way.
We also did not like the idea of going to a testing facility in Florida. I mean, actual sick people go there - why would we needlessly expose ourselves when we are not sick? It doesn't make sense. I did look up the sites near Disney and they do have drive-thru and places that take you asymptomatic.
So between this new confusion with travel restrictions and the rising cases, we won't be at Disney for a long while. I can't see this pandemic magically going away. If we are waiting for 0 cases then it will be years, IMO.
