Well, my view of ALL Professional Sports continues to sour with each passing year. They rip off cities left and right.
So my answer would be, whatever city where the ownership and the league pays 100% of the cost.
I'm and Oakland A's fan and they allegedly have bought land for a stadium in Las Vegas but Vegas needs to kick in some cash very shortly to make it work. And it looks like Las Vegas is balking at that.
I'm in Sacramento, and we gave the then Oakland Raiders $10 million in public money for them to " consider" moving here and got nothing.
We have discussed Sacramento and soccer. MLS wants way way way too much money IMHO for a franchise, and allegedly the ownership was going to cover costs, but the city has laid out $35 million for a deal that has now collapsed. And again, Sacramento has a long history of profitable professional soccer teams that were in leagues that went belly up.
