A BBB complaint will be helpful to warn others (those who take the time to check BBB) of the problems you've had.File a BBB complaint after the transaction is done, and also file one with the Florida attorney general so that others are aware of this little scam. You may consider letting them know you're going to do that if they insist on gouging you like that.
The Florida agency you want to contact is not the AG's office. Here's a link to the Florida Department of Business and Professional Regulation, which regulates both real estate brokers and title companies. You should list both Fidelity and First American Title in your complaint. Fidelity is the one who gave you the estimate, not the title company, but the title company's sloppy performance should also be reported.
DBPR is quite aggressive in advocating for consumers. They will investigate, and if they agree that you have a case, they have the regulatory muscle to get a resolution.
