Epcot FP+ question

I have never used FP+ at Epcot before. My understanding is that I am allowed to book 3 FPs, 1 for a Tier 1 ride and 2 for Tier 2 rides. My trip is this summer. Assuming that Frozen Ever After is open and it is Tier 1, let's say I get FPs for that and two other tier 2 rides. Once I ride Frozen, can I change one of my tier 2 options to Soarin (in tier 1?) Or would I need to wait until I finish my first 3 rides to get another Tier 1 FP?
