The walk way from the parking deck to the terminal is still open, you just need to take the escalator down to the ground level for security/check-in.

Any idea what time the parking deck opens for embarkation?

You can walk across from the parking garage on level 3, but then have to take the escalator or an elevator down to enter the terminal on the first floor.

Are those hours current? (website wasn’t dated - but did not appear to be from Covid restrictions era).

I would accept this as reasonable, allowing time for departing passengers to vacate the deck. (They probably are gone by 9:30.). If they are not open, you will probably just end up in a line of cars at the payment gate.
