No. EMH is only for Disney resort guests.

Although you need a ticket to enter, it's really about where you are staying and not what sort of ticket you have.

This is a bit confusing. Early Morning MAGIC is a separate ticketed event for MK and HS. Your AP will NOT let you in for this event.

Extra Magic Hours (EMH) are for resort guests only, but do not require an additional ticket other than your daily ticket. So if you have an AP AND are staying onsite, you can utilize EMH. If you are not staying onsite, you cannot.
