It's always been stated here on the DIS as 25% when available. Sometimes you can get a better deal with an AP rate.

AFAIK, it's always been 25%. It's only for DVC resorts and is not always available.

Yes, the DVC member discount must be booked through Member Services. Again, it may or may not be available for your dates. Some dates are not available for cash at all.
