DVC and AP timing

OK..So, if a person becomes a DVC member this year, banking 2009 points into 2010, and is not using their DVC points this year...but will be staying at Disney in 2009, could that person buy a DVC AP this year?

I'm doing a split stay in December Pop Century and OKW (rented points already for OKW). I would like to start the AP in December 09 and then for 2 DVC trips in 2010. Also, my DD17 could get a DVC AP too right? Plus, I could possibly get an AP rate on the pop century portion also, if an AP rate comes out for then.
(This DVC wanna-be is getting closer every minute to gettin' her DVC!)

You can purchase a discounted AP as soon as you become a member. When and where you are staying doesn't matter.
