It’s Disney. No dress up needed at any restaurant. Well. Except V and A. As for the child. It’s vacation. Why dress up? It’s a kid. Let them wear what they want. No fuss no muss. Park clothes rules

Tights & heels at 9yo in Disney World sounds like misery to me. Are you taking a car straight to Victoria & Albert's and then back to your hotel? Then sure. Anywhere else though and I'd say no way. Most people just wear what they've been wearing in the parks, even at the fancier restaurants.

They can’t be going to V&A if the child is, in fact, 9 years old. You have to be 10 to dine there.
