Does the 4/3 apply to renting points at DVC

No, that is only available with a package through CRO. DVC does not participate in CRO packages such as free dining and 4/3 because points stays are already discounted.

Actually DVC can't do a 4/3 offer for members staying on points, or renting points. There are only a limited number of points that can be sold for the DVC units. To offer a deal like that, they would have to have ~42% more rooms.
